'Angel Escobar was appointed as Interim City Manager in August 2008, after serving as Interim Assistant City Manager of Public Works and Utilities, managing the City's Engineering, Water, Wastewater, Storm Water, Gas, Solid Waste, Streets and Environmental Programs departments from November 2007 to August 2008. Prior to that, Mr. Escobar had been Director of Engineering Services since 1999. Noteworthy projects he led include Bond Programs 2000 and 2004, Seawall Rehabilitation, Convention Center expansion, new Multi-purpose Arena, new Baseball Stadium, Packery Channel and expansion of the Greenwood Plant. He was responsible for approximately $10.9 million in construction activity each month for five years.
Coming to the City of Corpus Christi as Assistant Director of Engineering Services in 1989, Escobar managed marina pier, water, wastewater, street and drainage, airport, and dam improvement projects, as well as stabilization investigation of the Wesley Seale Dam. His career also includes 17 years as a consultant engineer/surveyor with the firm of Smith and Russo Engineers/Architects, providing general engineering and architectural services to municipalities and counties in the Gulf Coast area.
With a B. S. in Civil Engineering from Texas A&I University (now Texas A&M-Kingsville), Mr. Escobar is a registered engineer and registered surveyor in Texas and a member of the Texas Society of Professional Engineers and Texas Society of Professional Surveyors.
